Single-Phase to Three-Phase Connection: Converting for Net Billing
Short answer
If your home or shop is on a single-phase connection and you want to export solar to the grid, you will normally need to convert to three-phase supply first. NEPRA's 2026 net billing rules make net billing available to three-phase 400 V or 11 kV consumers, and FESCO's net metering checklist lists a three-phase meter as a requirement. The conversion is an application to your DISCO, usually handled together with an increase in sanctioned load, followed by a new meter, a new service cable and some rewiring of your distribution board.
This guide explains why three-phase matters for net billing, how to tell what you have, the steps with FESCO and LESCO, what it costs and what changes inside your home. We checked the rules on 13 October 2026. Confirm the details with your sub-division before you start.
Why net billing needs a three-phase connection
The NEPRA (Prosumer) Regulations, 2026, notified on 9 February 2026, define who can apply for net billing as a consumer with a three-phase 400 V or 11 kV connection. The 2015 net metering regulations used the same three-phase definition. Our net metering and net billing guide covers the rest of the rules.
DISCOs apply this in practice. In a November 2025 decision, NEPRA's complaints committee upheld FESCO's rejection of a home net metering application that used a single-phase hybrid inverter. The committee accepted that the DISCO could ask for a three-phase inverter on technical grounds. The same file was also above the home's 5 kW sanctioned load, so the owner had two problems to fix. We have not found one in the regulations.

Do you need to convert at all?
Ask yourself what you want from solar:
- You want to export surplus units to the grid. Then you need a net billing agreement, which means three-phase supply, a sanctioned load at least as large as your system, and an approved meter.
- You only want to cut your own bill and have backup. A single-phase hybrid or on-grid system set up for self-use, with export limited, can still work without net billing. See our zero export device guide and hybrid vs on-grid vs off-grid.
Under net billing, exported units are credited at a much lower rate than the units you buy. For a small home with modest daytime use, the cost and effort of converting may not pay back on export alone. For larger homes with ACs, a growing load or plans for a bigger system, converting is usually worth it anyway.
How to check whether you are single-phase or three-phase
- Your bill. Check the sanctioned load and tariff. A small load usually means single phase, but confirm at the meter. See how to read your electricity bill.
- Your meter. A single-phase meter has one live and one neutral coming in. A three-phase meter is larger, with three incoming live cables plus neutral.
- Your main board. A three-phase board usually has a three- or four-pole main breaker.
Our guide to three-phase vs single-phase inverters describes each in more detail.
The process: single phase to three phase with FESCO or LESCO
There is no separate "phase change" clause in NEPRA's Consumer Service Manual (CSM) that we could find. In practice, DISCOs treat the conversion as part of an extension-of-load or change-of-connection case.
- Decide the new sanctioned load. Conversion is usually done together with a load increase. Pick a load that covers your future needs and your planned solar size. See our guide on how to increase your sanctioned load.
- Get a test report. A wiring test report from the Electric Inspector or an authorised wiring contractor is required for extension of load under the CSM. It should reflect the three-phase load you are asking for.
- Apply at your sub-division. Submit the prescribed application form with the test report, your last paid bill (no arrears), attested CNIC and power supply contract. Keep the receipt.
- Site survey. DISCO staff check whether a three-phase line and enough transformer capacity are available at your location.
- Demand notice. You pay for the three-phase meter, service cable and related work, plus the security deposit difference. The CSM gives 30 days to pay, with a 30-day extension on request.
- Meter and cable installation. The DISCO fits the three-phase meter and service cable and updates your records. LESCO fits AMI smart meters on solar connections; FESCO's practice may differ. See AMI smart meters and net billing.
- Rewire your board. An electrician splits your circuits across the three phases (see below).
- Then apply for net billing with a three-phase grid-tied inverter. Our green meter and FESCO/LESCO application guide takes you through it.
One caution from a 2025 NEPRA decision: LESCO had pushed some small homes onto three-phase connections with higher sanctioned loads than requested, and NEPRA ruled this unlawful without proper load verification. The load in the test report is what counts. Ask for what you need, no more and no less.

What changes inside your home
Converting is not only a meter change.
- Phase balancing. Your circuits are split across three phases so that no single phase carries most of the load. ACs are usually spread across phases.
- New distribution board. Expect a three- or four-pole main breaker, with protection for each phase. See MCB, MCCB and RCCB in solar systems.
- Single-phase appliances keep working. Your fans, fridge and ACs still run on single-phase circuits, each fed from one of the three phases.
- Backup circuits. If you use a hybrid inverter for backup, decide which circuits are on backup and how they are spread.
Choosing the inverter after conversion
A three-phase connection normally calls for a three-phase inverter, so that solar output is shared across all three phases. A single-phase inverter on one phase of a three-phase supply can unbalance the load, and a DISCO may refuse it for net billing.
| Option | When it fits |
|---|---|
| Three-phase on-grid inverter | Daytime self-use and export, no backup |
| Three-phase hybrid inverter | Self-use, export and battery backup on all three phases (within the inverter's backup rating) |
| Keep an existing single-phase hybrid for backup, add a three-phase on-grid inverter for export | Homes that already own a single-phase hybrid; needs careful design |
Three-phase hybrids often use high-voltage battery stacks rather than 48 V batteries, so choose the inverter and battery as a pair. Approved brands we supply include Huawei, Sungrow, Solis and GoodWe for three-phase inverters; check models and prices in our solar inverter price guide. The three-phase vs single-phase inverter guide explains the choice in more detail.
How Solar Works Pakistan can help
We check your phase and sanctioned load from your bill before we design anything. If you need three-phase supply, we size the system for your future connection, plan the phase balancing in your board and specify the right inverter. Frequently asked questions
Can I get net billing on a single-phase connection?
The 2026 Prosumer Regulations define net billing applicants as three-phase 400 V or 11 kV consumers, and FESCO's checklist requires a three-phase meter. Most single-phase homes need to convert before applying. Ask your DISCO if any local exception exists.
How do I convert my single-phase meter to three-phase?
Apply at your DISCO sub-division, usually as part of an extension of load, with a wiring test report, last paid bill, CNIC and power supply contract. After a site check you pay a demand notice, and the DISCO fits a three-phase meter and service cable.
How much does single to three phase conversion cost?
It depends on your DISCO, the new load, the meter type and how much internal rewiring you need. Costs come through the DISCO's demand notice plus your electrician's work. Ask for a written demand notice before you pay.
Will my single-phase appliances work on three-phase supply?
Yes. Household appliances stay on single-phase circuits. The electrician spreads those circuits across the three phases so the load is balanced.
Can I keep my single-phase inverter after converting?
It can still run backup circuits, but for net billing the DISCO may require a three-phase inverter. Many owners add a three-phase on-grid inverter or replace the hybrid with a three-phase model.
Is converting to three-phase worth it just for net billing?
Not always. Exports now earn much less than imported units cost. If your daytime use is modest, a self-use system on single phase may be enough. If you have heavy loads or plan to grow, converting usually makes sense.
