Why it happens
DOE’s operations guidance treats system information and maintenance planning as part of managing an existing PV installation. Reliable records help the next service team understand what is present and what has changed.
The rebuilt file should identify equipment, relevant drawings, test records, operating instructions, monitoring access and service history. Ask for the instructions that apply to the actual installation rather than a generic diagram.
If an earlier test cannot be verified, arrange the checks required now. A new report should describe the current inspection; it should not pretend to document an event that nobody can confirm.
