Why it happens

Commercial rooftop PV planning should account for maintenance access and coordination with other roof functions. The layout needs to support future work, not only the original installation activity.

Roof access itself requires assessment. HSE identifies hazards from fragile materials, including rooflights and some roof sheets, and advises competent assessment rather than assuming that a surface will support a person.

The work method must address access and fall risks for the particular task. A ladder or a harness by itself does not establish that the planned roof work is safe.

The solar installer, building owner and relevant roof specialists should agree how routine maintenance and foreseeable repairs will be carried out. An unresolved access problem should be recorded and addressed before someone improvises a route.

• Do not walk on panels, cross unassessed roof sheets or improvise a bridge between supports. Do not move modules to create a temporary path. Avoid approving work based only on the presence of a ladder or personal protective equipment.
