Solar for Government Buildings and Public Offices in Punjab
Short answer
Solar for government buildings suits most public offices well: they work in daylight hours, have large flat roofs, and stay in the same building for decades. The Punjab government has been moving public buildings to solar in stages, including colleges, basic health units and other public-sector buildings. The success of each project depends less on the panels than on a clear tender specification, proper documentation and a maintenance plan for after the contractor leaves. This guide explains those three points for officers, engineers and planners.
It covers district and provincial offices, police stations, courts, public hospitals and health units, and other public buildings in Punjab. Public schools, colleges and universities have their own guides: solar for schools and solar for universities and campuses.
Solar Works Pakistan does not claim to hold any government contract. This is a general planning guide.
What Punjab has announced
Public-sector solarisation in Punjab has been announced in several separate pieces, not as one single programme. We list what we could confirm from official pages. Check the current status with the department concerned before planning around any of it.
- Public colleges. In October 2025, Punjab's Higher Education Department and Energy Department signed an MoU for a "Solarization of Public Colleges and Buildings" project, covering 355 public colleges in three phases, with solar systems and EV charging stations.
- Public-sector buildings generally. The Punjab Planning and Development Board has reviewed a project for solarising public-sector buildings, with a briefing from the Energy Department on its goals and progress. The published note gives no building count or capacity.
- Basic health units (BHUs). The Provincial Development Working Party approved a scheme to install solar systems on BHUs across Punjab, replacing older UPS backup, at a stated cost of about Rs 1,304 million and a 16-month completion period. After the contract period, the Health Department takes over operation and maintenance, with technical backstopping from the Energy Department.
- Earlier commitments. Official statements as far back as 2021 said many government schools in Punjab had already been put on solar, with health units and other public connections to follow.
The BHU scheme's maintenance arrangement is worth noting for any public building: someone has to own the system after handover, and that has to be planned and funded.

Technical assessment and design
Why public buildings suit solar
- Office-hours load. Most offices work in daylight, when the panels produce. AC, lights, computers and printers are the main loads. See solar for offices and banks for how that load pattern works.
- Large, durable roofs. Many public buildings have flat concrete roofs with space for a sizeable plant.
- Long occupancy. A public office stays in one building for decades, which suits a long-life asset.
- Critical services. Police stations, rescue offices, health units and data centres need power in load-shedding, which a hybrid system with a battery can supply.
Design points for public buildings
Size to the working-day load
Under NEPRA's 2026 net billing rules, imported units are billed at the normal tariff and exported units are credited at a much lower rate. System size cannot exceed sanctioned load, with an overall cap of 1 MW. A government office closed on weekends and public holidays exports much of its output on those days. Size to the working-day load and count closed days honestly. See sizing under net billing and the net metering and net billing guide. For large systems, see our guide on NEPRA licensing and approvals. The tariff category of the building also affects the value of each unit saved.
Separate critical loads
For buildings that must keep working in outages, split the loads:
- Critical: communications, servers, security, emergency lighting, cold chain or medical equipment.
- Important: offices and counters serving the public.
- Normal: everything else, which can wait for the grid.
Put the critical tier on a hybrid inverter and battery, and integrate any existing generator with a proper controller. See solar for hospitals for how tiering works in a health facility, and our solar and generator hybrid guide.
Old buildings and roofs
Many public buildings are old. Before design, check:
- Roof strength and condition. See will my roof hold solar panels?
- Waterproofing, which should be repaired before panels go on. See roof waterproofing with solar.
- Wiring and earthing in the existing building, which may need upgrading.
- Record rooms and stores. Keep inverters and batteries away from paper records, in a ventilated room with fire precautions. See solar fire safety.
EV charging
The colleges project includes EV charging stations, and other departments may follow. If a building may host chargers later, plan cable routes and distribution board space now. See EV charging with solar and our EV charger installation service.
Tender documentation: what a good specification includes
Public bodies in Punjab buy through procurement rules. The Punjab Procurement Rules, 2014 set out methods such as single-stage and two-envelope bidding, advertising requirements by value, and limits on bid security and performance guarantees. Your procurement officer applies the rules; the technical specification is where engineering quality is won or lost.
A good solar tender specification includes:
| Section | What to specify |
|---|---|
| Scope | Site list, roof areas, sanctioned load, on-grid or hybrid, battery and generator integration |
| Equipment | Minimum technical requirements for panels, inverters, batteries and protection; tier or certification requirements as your rules allow |
| Design | Single-line diagram, layout, structure design and calculations, cable sizing |
| Quality of installation | Structure material and coating, earthing, surge protection, cable routing, labelling |
| Testing | Commissioning tests to be witnessed and recorded. See how we test and commission |
| Monitoring | Remote monitoring with access for the department, not only the contractor |
| Warranties | Manufacturer warranty per product in writing; contractor's workmanship and structure warranties |
| Handover | Drawings, BOQ with serial numbers, manuals, training of named staff |
| Maintenance | Scope, period and response targets for O&M, or a plan for in-house maintenance |
Specify performance and quality, not only the lowest price. A bid that leaves out structure design, protection or testing is cheaper on paper but costly later. Our guide on comparing solar quotations lists the items every bid should show.
Maintenance after handover
Public solar projects often fail quietly: an inverter trips, nobody notices, and the panels sit idle for months. Prevent it:
- Name the owner. One officer or section should be responsible for each site's system after handover.
- Monitor centrally. A department running many sites can watch them on one platform and spot a dead site quickly. See our solar monitoring app guide.
- Budget for O&M. Cleaning, annual inspection and future inverter or battery replacement need a recurring budget line. Our guide on O&M for commercial solar plants explains what a maintenance plan covers.
- Train local staff to read the app and report alarms.

How Solar Works Pakistan can help
Solar Works Pakistan is a Faisalabad-headquartered solar EPC, engineering and trading company, founded in 2021, with a branch in Lahore. We have served 300+ customers, including 50+ industrial clients, schools and hospitals, and build projects from about 6 kW to megawatt scale. Our in-house engineers do load analysis, AutoCAD design and structural design, and our own teams install, test and commission.
Public bodies, consultants and contractors can ask us for a technical assessment, design or quotation. See our industrial and commercial solar page.

Frequently asked questions
Is the Punjab government putting solar on its buildings?
Yes, in stages. Official pages describe a project to solarise 355 public colleges, a scheme to put solar on basic health units, and a wider review of public-sector building solarisation. Check the current status with the department concerned, as phases and funding change.
Can a government office use net billing?
The 2026 net billing rules apply by connection type and sanctioned load, not by owner. They refer to three-phase 400 V and 11 kV consumers, and system size cannot exceed sanctioned load. Confirm the building's connection and tariff with your DISCO.
What should a solar tender specify?
Scope, minimum equipment requirements, design deliverables, installation quality, witnessed commissioning tests, monitoring access, warranties, handover documents and maintenance. Specifying quality as well as price avoids bids that leave out structure design or protection.
Who maintains solar on a public building after installation?
That must be decided before the tender. Either the contract includes O&M for a set period, or a named department takes over with a budget for cleaning, inspection and replacements. In the BHU scheme, for example, the Health Department takes over after the contract period.
Do public buildings need batteries?
Only the critical loads usually do: communications, security, emergency lighting and medical equipment. Ordinary office loads can run on on-grid solar with the grid as backup.
Does Solar Works hold government contracts?
We do not claim any government contract. Public bodies and their consultants can ask us for a technical assessment, design or quotation.
