Solar Panel Price After the Budget: Why Solar Prices Change in Pakistan

Short answer

The 2026-27 federal budget did not raise the sales tax on solar panels: reports in June 2026 said a proposed rise from 10% to 18% was dropped, so the 10% rate introduced in the 2025-26 budget continues. Solar prices in Pakistan still move week to week, mainly because almost all panels, inverters and batteries are imported, so the dollar rate, taxes, import costs and market stock all feed into the price you are quoted. This guide explains what moves solar prices, what the last two budgets did, how to read a price jump, and how long a solar quote should stay valid. We last checked the tax facts on 13 October 2026.

The short answer: five things move solar prices

DriverHow it affects your priceHow fast
Dollar rateImported equipment is paid for in dollars, so a weaker rupee raises rupee pricesDays
Taxes and dutiesSales tax and import duties are added at the port and passed onFrom the date a change takes effect, sometimes earlier on rumours
Global factory pricesChinese module and cell prices rise and fall with supply and demandWeeks to months
Local stockShortages of a popular wattage push its price up; new shipments ease itDays to weeks

Each one is explained below.

1. The dollar rate

Panels, inverters, lithium batteries and most protection equipment are imported. Importers pay suppliers in US dollars and then sell in rupees, so when the rupee weakens, rupee prices rise even if the factory price has not changed.

A simple illustration: if a container of panels costs the same in dollars this month and last month, but the rupee has fallen by 2%, the importer's rupee cost rises by about 2% before any tax or margin. That is why our price pages, such as the solar panel price in Pakistan, carry a "last updated" date rather than a fixed list.

2. Taxes and duties: what the budgets did

Budget 2025-26: sales tax on imported panels

Before July 2025, imported solar panels were sold without general sales tax (GST). In the 2025-26 budget, the government first proposed an 18% GST on imported panels. The finance committees of the Senate and National Assembly rejected the proposal, and on 18 June 2025 the government agreed to a 10% rate instead. That 10% rate has applied since the 2025-26 fiscal year.

Budget 2026-27: proposed increase dropped

Before the 2026-27 budget, there were reports that the government was considering raising the rate on panels from 10% to 18%, and the solar industry campaigned against it. Shortly before the budget speech in June 2026, news outlets reported that the IMF had agreed to drop the proposed increase, and on 12 June 2026 it was reported that the budget left the sales tax on solar panels unchanged. The Finance Act 2026 was enacted on 27 June 2026, with its measures generally effective from 1 July 2026.

Inverters and batteries

Inverters and lithium batteries are treated differently from panels and can carry their own sales tax and import duties. Industry groups have asked the government to remove import duties on batteries and inverters. For current equipment prices, see solar inverter prices and lithium battery prices.

What a tax change does to your price

A tax change works through the whole price, not just the panel line. Example with round illustrative numbers: if panels make up half of a system's cost and the tax on panels rose by 8 percentage points, the system price would rise by roughly 4% from that line alone, before any knock-on effects. A change of this size is noticeable but is rarely the biggest factor over a year; dollar movements and global factory prices can matter as much or more.

3. Price jumps before a budget

Solar markets in Pakistan often move before a tax change, not after it. In early June 2026, as rumours of an 18% sales tax spread, traders in several markets raised panel prices in advance. When the increase was dropped, prices had to settle back.

What this means for you:

4. Global factory prices and new technology

Module prices are set mostly in China, which makes the large majority of the world's panels. When factories have spare capacity, prices fall; when supply tightens, they rise.

Technology also matters. China has published a mandatory efficiency standard for solar modules (GB 47834-2026) that takes effect on 1 January 2027, and commentators expect older, lower-efficiency models to be sold off in overseas markets, possibly including Pakistan. Discounted older panels are not necessarily defective, but they can be harder to match or replace later, and they give fewer watts per square metre of roof. Compare them per watt using our solar panel price per watt guide, and check they are genuine with our panel verification guide.

5. Local stock and demand

Even with a steady dollar and no tax change, prices move with local supply:

When is the best time to buy solar?

There is no reliable "cheap season", and nobody can time the dollar. A practical approach:

  1. Size the system first. A correctly sized system matters more than a small price difference. Start with the solar calculator.
  2. Avoid buying on rumour. In the weeks before a budget, wait for the official outcome if you can.
  3. Do not wait for the summer peak if you need the system for summer. Demand and installation queues both rise.
  4. Compare like with like. Two quotes a week apart may differ simply because the dollar moved. Use our quotation comparison checklist.
  5. If financing, check how long the bank's approval takes, because prices can move during that time. See solar on installments.

How long is a solar quotation valid?

Because prices move with the dollar and stock, most solar quotations in Pakistan are valid for a short period, often only days rather than weeks. Always check:

Solar Works Pakistan projects generally run on an advance-payment basis, and our quotations name the brand, model and quantity of every major item, so you know exactly what was priced. Quotations are valid for 3 days, and the price is locked once you pay a 50% advance.

Frequently asked questions

Did solar panel prices go up after the 2026-27 budget?

The budget did not raise the sales tax on solar panels; reports said the proposed increase from 10% to 18% was dropped. Some traders raised prices before the budget on rumours, and prices then had to settle. Day-to-day prices still move with the dollar and stock.

What is the sales tax on solar panels in Pakistan?

Imported solar panels have carried a 10% sales tax since the 2025-26 budget, which replaced an earlier 18% proposal. Reports indicate the rate was kept at 10% for 2026-27. Inverters and batteries are taxed separately.

Why does the price of solar change every week?

Almost all solar equipment is imported and paid for in dollars, so the exchange rate, taxes, global factory prices and local stock all affect it. When any of these move, market rates follow within days. That is why price lists carry a date.

Should I wait for prices to fall before buying solar?

Waiting is a gamble, because prices can rise as easily as fall. If you need the system, size it properly, avoid buying on budget rumours, and compare detailed quotes. A well-designed system matters more than a small price difference.

How long is a solar quotation valid in Pakistan?

Usually only a short time, often days, because prices follow the dollar and stock. Check the validity date on the quote and ask whether the price is fixed once you pay the advance.

Do inverter and battery prices change for the same reasons?

Yes. They are also imported, so they follow the dollar rate, import duties, sales tax and stock. Batteries can move more than panels when lithium cell prices change globally.
